A parent subscriber may be able to withdraw original RESP contributions tax-free, subject to the RESP terms. CRA says the promoter can return contributions to the subscriber tax-free when the contract ends or at any time before.
The catch is grant impact. Canada.ca says withdrawing contributions will normally require CESG repayment unless an exception applies, such as withdrawing to correct a small enough over-contribution or when a beneficiary is eligible for an EAP.
Do not ask only whether the parent can get money back. Ask which bucket is being withdrawn, whether any CESG, CLB, or provincial incentive is affected, and whether the withdrawal changes future grant strategy.
