Most adult learners should not plan around new RESP grants. The main CESG rules are built around eligible beneficiaries before the end of the year they turn 17, with extra contribution-history rules at ages 16 and 17.
The important adult-adjacent exception is the Canada Learning Bond. Eligible youth born in 2004 or later can request unpaid CLB themselves from age 18 until the day before they turn 21.
That CLB opportunity does not require a personal contribution, but it does require an RESP and a promoter that supports CLB. Adults older than that youth window should generally assume no new federal RESP grant or bond will be available unless an official source or provider confirms otherwise.
